"The US embassy in New Delhi, in its precise and close monitoring of the Central government, as revealed in its cables now released by WikiLeaks, has identified 'friends' and 'contacts' amongst officials and ministers. The cables are full of references to unidentified official contacts in different ministries and departments, but at least two were identified clearly in a cable analysing a Cabinet reshuffle by Prime Minister Manmohan Singh in 2006."
